  2. In a bowl, whisk together flour, baking powder, baking soda, and salt.

  4. Mix in vegetable oil, milk, lemon juice, and zest until combined.
  5. Gradually add dry ingredients to wet mixture until just blended.
  6. Fill cupcake liners three-quarters full and bake for 15-18 minutes or until a toothpick comes out clean.
  7. Allow to cool before frosting.
